Introduction

Rural and mountain areas have fundamental role in a correct management of territorial resources. A correct approach is then necessary to

  • preserve territorial and environmental resources
  • exploit the economic potentiality of rural areas and recover the present situation of disadvantage
  • grant social equity and dignity to inhabitants through proper services
  • save a peculiar cultural heritage

In the general frame of the GISIG networking policy to favour exchange of experience and address of common interests among different professional operators in the various GIS applications fields, we are going to promote the RURAL-GIS network in order to demonstrate and exploit the potentiality of GIS tools to support the initiatives launched to face the problems of rural areas.

The first call for interest about RURAL-GIS was submitted to the people taking part into the Conference "Education and Training in Integrated Coastal Area Management - The Mediterranean Prospect", held in May 1998. That because in an integrated approach to the problem of coastal management a place must be found for the problems of coastal mountains, that have a peculiar importance in communication between coast and inland areas and suffer outstanding problems, environmental, economic and social, that ask for proper tools for representing information and situations and for analysis, scenarios set-up, forecasting of trends and needs.

RURAL-GIS is grounded on the wide GIS experience present within the GISIG partnership and starts from previous activities related to the issues of mountain areas, especially for the Mediterranean context.

The RURAL-GIS themes will be developed in a multidisciplinary network, grounding on the paradigm of sustainable regional development, that is going to deeply modify the policy to plan and implement the interventions in the rural areas

Linked to RURAL-GIS and to promote a factual approach to problem understanding and solution GISIG has organised and is organising, on behalf of Ligurian Local Bodies and Companies, annual conferences on the problems of the Ligurian Mountain areas and in general of the Mediterranean Mountain (il Mare in basso).

"Il Mare in Basso" Conferences

The Conference "Il Mare in Basso" on the problems of the Ligurian mountain areas and in general of Mediterranean mountains is linke to the GISIG promoted network RURAL-GIS, that is aimed at a factual approach for understanding the support that Geographical Information and spatial analysis can offer to the current policies for solving mountain problems in an integrated perspective of sustinability.
The Conference is organised, annually by GISIG also on behalf of Ligurian Local Bodies and Companies.

Fourth Conference (22-29-30 October 1999)
The last (by now!) edition of the Conference, the 4th in the series, has been convened in October 1999. This time the collaborating Institutions were also the Liguria regional parks, a local development company that has been constituted in the frame of the European community programme Leader II and finally the Provincial Association of Manufacturers. The involvement of the last actors is motivated by the economic relevance of the themes of the 1999 edition: the tourism and the forest as exploitable resources. The third theme is instead the planning of mountain areas and the services to citizens in the mountain areas. To ensure the better involvement of local administrators, professionals and common citizens interested in the problem the Conference took place in three different locations in inland valleys of the Genoese area. In each location a different theme was developed, according to the needs arisen during the organisational meetings that the Province of Genoa and GISIG organised with the Regional Parks and the other promoters of the Conference.

Third Conference (1998)
The third edition of the Conference took place in Genova and Campo Ligure (Genoa, Italy) on the 1st-3rd October 1998 and was organised in collaboration with the University of Genoa and the University of Corse, under the sponsorship of Provincia di Genova, Regione Liguria and AMGA. The Italian Alpine Club and a Mountain Community (Italian Local Authorities in the mountain areas) as well collaborated in the organisation. The Conference was developed along parallel presentations of the mountain areas in Liguria and Corse, mainly by academics of the two Universities, in the various steps of their historical development, from the ancient past to the present situation. That was followed by the exam and the discussion about the new European policy and perspectives, where administrators, professional operators and academics could debate the current problems, to expose projects and initiatives and to individuate the possibility of a sustainable development, and the way to implement it. As usual the proceedings of the conference have been collected in a book, distributed to the attendants of the subsequent edition and exchanged by the University with the partners libraries.
